Among the regular citizens, there are those who engage in illegal activities. For example, Mr. Stern's gang, who, after the prohibition of alcohol, began to pursue dirty work to obtain alcohol for their hidden bar with the help of loyal members. Mr. Martelli's gang, who resides in his own hotel, also engages in dirty work and tries to sabotage Stern's plans to make a living any way they can.
